Quirino Grandstand Hostage Taking Analysis - What Went Wrong

Monday, August 23, 2010

Shit. I haven't felt so angry at a live news feed in a long time. If I don't see heads rolling after this incident, people resigning and shit, I will completely lose hope at our police force's chance of ever improving. Here's a short rundown of the things that went wrong over the course of the hostage taking drama that took place at Quirino Grandstand.

1. Firearms were used to take out the wheels of the bus. Rule #1 in hostage takings - no unnecessary shots.

2. Too much media coverage. The hostage taker listened to the radio while inside the bus. Of COURSE HE KNEW WHAT WAS GONNA HAPPEN. Rule #2 in hostage takings: Media blackout.

3. Usage of hammers to breakdown the door. The door of a bus is designed to withstand 50Gs of instantaneous force or more. A hammer will do nothing to break it in one hit. There's an emergency lever under the bus that can be used to open the door. Nobody knew about it. Instead, they proceeded to hammer all sides of the fucking bus like it's a pinata.

4. Teargas concentrates can kill hostages and hostage takers alike. Tossing it in a zero ventilation environment is about as reckless as it gets.

5. Ununiformed officers ran too and from the scene, creating unnecessary chaos.

6. Flash photography from the dimwitted mediamen created confusion and unnecessary distractions

7. SWAT didnt even use hand signals. They were shouting for crying out loud.

8. There was no armored cover. A vios, really? WHAT CAN A TOYOTA DO AGAINST A RIFLE ROUND?

9. Zero crowd control. By the time the ordeal was over, reporters arrived at the bus even before the medics did, and never left. The medics had a hard time entering the area.

10. ITS A BUS. NOBODY KNEW HOW TO HANDLE A HOSTAGE TAKING INSIDE A BUS.

11. M16 rifles used for CQB. Anybody with a remote knowledge in urban close quarters should know better.

12. Flashbangs are used once, just before entry. Tossing loads of them into a crowed-filled bus will not kill the hostage taker.

13. Incompetence, sheer incompetence.

Today is a very sad day. I hope this becomes a wakeup call to authorities.

Update: Sorry if I sound too angry. I really am. I mean no offense to anybody here. I think the worst part of the whole ordeal is that there simply was no clear plan. The police looked as panicked as we were, making things all the worse. The cocksure statements of "ending it by today" earlier this morning was a foreboding sign, and one that I prayed was wrong. At the end of the day, nothing can be done to change what's already happened. Let's just hope this will be a cue to institute change inside and around our security forces.

You forgot the fact that the police provoked the hostage taker by forcibly taking his brother for questioning when the brother was both 1) innocent and 2) only "invited".

And all the while, they knew the hostage taker was watching the TV coverage of the crisis.

Only in the Philippines man. Only in the Philippines.

Think about what I just said guy who didn't bother leaving names. Media blackout is standard op procedure for these things. It's not an option - it's a must.

I completely agree with everything you said.

And to the last person who left a comment (Anonymous): Puhlease.
Don't deny that our police weren't trained enough to handle this situation.
Don't you also deny that the media made everything worse. The CNN people even asked during their broadcast why the media are allowed to cover the hostage situation. The hostage taker has a radio and TV inside the bus. He can see what the police were doing outside the bus. He knows everything!

The CNN people were very careful with what they say and show on TV. If you didn't get to see it, you should. I watched GMA and ABS-CBN's coverage and they were like telling the hostage taker what exactly the police were and are planning on doing. Sheesh.

And if you watched what the police were doing, they were so reluctant and scared of their lives. I mean, c'mon. It's their job, it's their responsibility to protect us NO MATTER WHAT. They took an oath, offering their lives to serve and protect our countrymen.

There was no communication. There were no plans. There seems to be no one in charge of the whole situation. Tsk tsk.

All I'm praying now is that our police and SWAT would be given the right training to handle situations like this. We shouldn't be too comfortable. Just look at what happened today. Tsk.

Ikaw na rin ang nag sabi na "IT WAS A MATTER OF LIFE AND DEATH!" kililos kaba nag bara bara? tsaka kuya we have freedom to say what we want. tsaka better if marealise ng pulis ang kanilang kamalian.

cge ano ung tamang gawin? kayo magagawa ba nyo un? wag kayo mag jjudge kung di nyo kayang gawin ung ginawa nila..

I get the blogger's point too. It makes sense. In any case, how does media coverage help alleviate the situation anyway. Does increasing the number of TV viewers increase as well the survival chance of the victims? I think not.

This is sad indeed. However, I think the more appropriate question to ask now is: What should WE do about this?

REDKINOKO said...

At the very least we should start cleaning up the ranks. There's just too much redtape in the forces and too few well trained individuals in control.

Everyone has ALL the reasons to question and criticize the authority after what happened tonight you idiot.

innocent lives of people were taken! it could have been prevented if such precautions (as per blogger's post) was taken into consideration. it is THEIR job to prevent such tragedy to happen... that's what they're "suppose to be" trained for to do.

With all due respect, I think that:

It's a good thing that media was able to cover this.

We deserve to know the truth. From that, we make our minds about the situation. We assess what is real and we fix the problem. Many of the things said this blogger said is true, sa totoo lang. But would even be able to comment about it if the media had not covered it begin with? :)

And another food for thought lang: how many of these incidents do you think PGMA covered up to avoid scaring foreign investors?

Wala lang.

lostinaction said...

May i add lang.

Though it's a good thing media covered this event, I'm not necessarily saying that the manner in which media covered it was appropriate.

Utang na loob, mayroon tayong tinatawag na PRIVILEGED COMMUNICATION and in that, kasama ang pag withhold ng mga information pertaining to national security and general safety of the people.

Nasaan ung mga high ranking officials nito?

Mai said...

Excuse me lostinaction, but the whole point of media blackout is to ensure the safety of the hostages, especially when they know the hostage taker is watching the TV coverage of the crisis and knows their every movements.

"We deserve to know the truth" you say? But we already knew how crappy the system is in the first place.

You're totally missing the entire point why there should be media coverage.

but for the PNP, i was more shocked. i never thought they have lucid intervals at times like this. tsk.

@mai, ditto to your last post.

re: media coverage disappointed me big time.

there are limitations right, like HOSTAGE TAKING for example?

the HT was even freakin calm from the time he took the bus under control until the time that he saw his brod and family on tv in tears fearing that they will be also killed.

i dunno, but that "blow by blow telecast" of mendoza's arrest was too absurd for me.

Anonymous said...

Read your comments and i agree with some and a little hesitant to comment with other things posted.
True, police have poor training and it never improved because i guess they think it's not worth investing in more money in skills training and salary. Media is actually an asset here but it was definitely stupid on their part that they were reporting the actions of the police outside. why in the world did the police arrest the brother? That was idiotic. Don't radios exist in the police force especially the SWAT? they should be more skilled and have more common sense for crying out loud. The worst thing they did is open firing on the bus full of hostages and no medics were around. 9 hours and that's what they came up with. they could've thought of things better instead it like the time when the little boy was shot by the SWAT team when he was taken hostage by a guy carrying an ice pick. SOP MUST CHANGE so it can become better and most importantly must think of lessening casualties rather than being the cause of more deaths. Gov't, try giving people better salaries too. these guys also put their lives at risk. I just hate how they power trip.

Ton B. said...

we truly deserve to know the truth... pero in this case, masyado ito maselan... mapapalabas pa naman yun kahit after maayos ang lahat...

Media blackout lang sana, show it another time after the whole incident. NOT LIVE.

Wala sanang namatay o nasaktan. Smooth sailing na sana eh.

The best part is...

+1 sa thread starter.
1. sana tinuloy na lang nila yung negotiations kasi cooperative naman yung hostage taker lalo na nung bandang una. pwede naman nilang bola-bolahin yung hostage taker for the sake of saving the hostages' lives.
2. since they decided to assault the bus, sana nga may media black out kahit man lang nung time ng assault kasi nawala yung "element of surprise".

just my opinion

Bias. You just cannot easily blame anyone. Hindi kasalanan ng mga pulis why it took them so long to open the doors of the Bus.And lalong walang kasalanan ang Media, they were there to cover news. And media always go in where he knew will be a human interest story.

Criminals will always exist. They're the unpredictable factor in the equation. The police force, the media, and everybody in general, if disciplined should serve as the constants that we can control - and should have been for this case. Kahit kasalanan ni Mendoza yan, people could have reacted better. The police couldn't open the bus because they never bothered to ask people from the MMDA, fuck, people from the buslines who actually knew how to open these busdoors in cases of emergency.

I agree with this post. There were a lot of procedures that were neglected in this kind of situations.

I mean the police always show how to handle a hostage taking scenario during presentations. So that basically means they were trained to do it. But when it comes to real world applications they suddenly can't remember how to proceed? Panic? Are those procedures just for show? Yes teargas affects the criminal, but you also put the life of the hostages in danger. Two snipers, positioned near each other? Who covered the front of the bus? The other side?

Well, to the media, I guess they've really taken the phrase "Freedom of Speech" to a whole new level. Not even thinking about the lives at stake. If they are ask to suppress something they immediately reacts that this country suppresses "Freedom of Speech".

From the looks of it the Philippines has no more control over the media and it looks like they are more powerful than the Authorities. CNN knows how delicate the situation is, but what about the local media in the country? Do they know it?

But that is just a personal opinion and an observation.

This is really a sad day for our country. I hope that we can recover from this because this event really gave a huge blow in our international presence for tourism.

I pray for the lives of those hostages and hope that someday the scar that were given to them recovers. For the soul of the people killed, may they find peace. I will pray for them.

This would have been. Actually, this should actually be how the situation was handled when it started going downwards. But the question persists: why didn't they think of this? We might never know. But on international media it came out as the Philippine Police force not being competent enough to properly handle the situation.

Bias. You just cannot easily blame anyone. Hindi kasalanan ng mga pulis why it took them so long to open the doors of the Bus.And lalong walang kasalanan ang Media, they were there to cover news. And media always go in where he knew will be a human interest story."

With proper training, or at least some knowledge thereof, one can assert that the police SHOULD HAVE BEEN ABLE to properly breach the bus. In these situations, the SOP should have been simultaneous point-entry, which the local police surely have taken time to do. One thing that made this hard for the police is because they bombarded the inside of the vehicle with teargas, which also made it hard for them to enter the bus in the first place.

And, if you are in the industry, or at least studying it, you would know that in crisis situations like these, the necessary step for the media to do is to cover the story BUT NOT AIR IT UNTIL IT IS OVER. They can air it later, and just broadcast updates that will not upset the police force's element of surprise. That's what CNN did. Check it. They even questioned the local media, because this is the convention for media coverage.

I love how you don't realize that the hostage situation was not a freakin' game! We don't care if you toss hundreds of flashbang grenades in a *largely unrealistic and even desensitizing* game! Flashbangs are used just as how they are called--throw it in, flash and bang the suspect blind and deaf, and then storm him while he is disoriented. Geez. If you're gonna base your comments in a game, at least make it a slightly more realistic one. The problem with us Filipinos is that we focus on pointing fingers rather than formulating a solution to the problem. Let's just pray that this will not happen again. And puh-lease, stop barking on each other, that will not help.

Apparently the police didn't. They didn't even learn from the case of Ted Failon where heads rolled after forcibly taking into custody people whose guilt are not properly established. Not to mention that the police apparently forgot the most basic rule of hostage crisis management, which is putting the lives of the hostages first. I wonder whose brilliant idea was it to manhandle the hostage taker's brother, resulting in deaths.

And I don't call of this "blaming". Rather, this is an enumeration of what went wrong--because, by God, if we don't know and acknowledge what went wrong and who are the ones accountable for last night's blunder, we will NEVER learn.

I gotta love how people make it a habit of making excuses for people who are responsible for the bloodshed. But more than pointing fingers, we need people who will take accountability of what took place last night. I'm not seeing anyone step up to the plate.

there should be a news blackout during the incident... that's basic di ba?! Sometimes sticking to the basic does help...

Anonymous said...

MY OPINION ON THIS:

*some bad points:
1.) as mentioned before, the policemen handled the negotiation riskily... by provoking the hostage taker in substituting such unlawful act.
2.) prior to life, yes, we all have lives to protect for our own. BUT, the policemen had taken an oath to serve their country by preserving the lives of others. the chinese nationals who were taken as hostages were not from our country but were tourists, and as tourists, they do have the right to be protected as well. as seen on the news, our policemen has showed hindrance upon entering the bus. why? let's consider the fact that they're lacking more armors & other gadgets to protect themselves with, what happened to the taxes our countrymen has been paying for? also, upon taking an oath, one should be 100% ready & willing for it.
3.) the media coverage. yes, there should be "media blackout" but for others who intend to know about the situation, the media should be very careful in delivering which data to fill up the news.

we have learned a lot of things from what happened. now, our country is facing a huge embarrassment. it showed that the policemen cannot be fully trusted with our lives at stake... furthermore, they prioritize their own lives more than their job. in the first place, why did they join the reinforcement?? loads of criticisms were drawn to this disappointing incident. this is how they handled the situation... with a bloody ending.

but, it's not the end. we still have time to CHANGE... rekindle the ways how this incident has been handled... let's have the spirit to promote our country has learned from its experience and will never do the same thing again. and i think, we should start with the people involved.

I was not really able to watch the controversial live media coverage of the recent hostage-taking, because I am currently outside the Philippines. Though, I do agree that the media lacked the prudence of televising the said event. Given that the mediamen knew the hostage-taker was watching television from inside the bus, so he could see everything that was going on outside, it was only wise that they stopped airing it live, yet they did otherwise. Moreover, the policemen or SWAT really lacked tactic and plan. What else is there to say? I am really disappointed about what had happened. Though, this should make way to improve the quality of the Philippines' security system- provide thorough training, give high-tech equipments, etc.

Tama 'to. Upon studying about media one would find out that the Media are supposed to be the "watchdog" of the government, including, of course, the security force employed by the same. Now, we people in turn are given the responsibility of being the media and the government's watchdogs. Criticizing is upon us, lalo na with the recent boom in blogging, we are even more expected to be critical of our society and that's what we are doing here. We are not pointing fingers--that's what the people directly involved in the incident do.

And step up, they should.

So maybe he wanted to expose the incompetence of the police force to the whole world.

In fact, they can have a good negotiation with the hostage taker but they want ACTION so they tried to forced the hostage taker and that was happened. “When you order an assault, it has to be an assault. There is no such thing as a tentative assault,” he said. “If 10 policemen have to die, they have to die in that assault.”

Epic fail!!! its already night time and all the lights outside are so bright that they can't even see the curtains of the bus anymore, why not turn off all the lights, they wasted whole day taking pictures and chatting with each other. Throwing a barrage of teargas when the police themselves have no gas mask, smoke him to death LOL... The driver who escape and shouting they're all dead ultimate epic and the so called expert police analyst or their chief or whatever shit you call them believes with the driver statement saying judging from the fact he thinks it is true that hostages... The worst of worst is not the hostage taker but those people who are taking pictures even doing a group picture putting up a big smile even students congrats to them they are now famous that they can already die...

The truth is the police is only trained to protect the former president from unarmed people rallying for our rights. The second truth is that there are only few good leaders in a position. May it be in the police, army, and government. I don't know who ordered those poor toy soldiers out there.. "TACTICAL COMMAND"

whoa! for the first time in public static history, 120 posts that are non-spam.

a live coverage is certainly a NO; there is clearly no justification for airing everything live. yes, they could send their reporters, but never feed the events live so as not to jeopardize the rescue/assault operations.

as regards the police force, their blunders are far too many to just ignore and allow to pass without criticism. there are several simple solutions that could've been employed, but weren't. personally, i will no longer trust them with security matters after such display of blatant incompetence.

You make laugh. Your acting of blunted indifference here (apparently because it's only 20% of your grade) shows how narrow minded you are. Just because things are over, doesn't mean it's okay to just forget about it. Discussion generates ideas and sides and honestly, that's what differentiates us from animals. The discussion of a majority of people here, bar those mindless anonymous twits who seems to scream more insults than show rationalization and you, for that matter, just proves how untrained our PNP force is. People with mentalities like you are the reason why we aren't rising above challenges in the first place. You see something, you scoff at it and you reason that "were just civilians". Isn't it sad that the civilians have more of a brain regarding these things than those so-called "trained" police?

And don't you dare reason increasing sentimentality here as flamebait. Your nonchalance in this whole situation just proves how much of a chaotic warmongering fool you are. Let me give you advice for that 20% grade. Don't even try putting your current reasoning in that paper/essay/report or whatever. You obviously missed the whole point of this blog post. If I was your teacher, I'd probably give you an F right from the get go since you're obviously not talking about the content of the blog post. Rather, you're just this little kid who can't seem to write anything constructive so you resort to saying that these things are useless because what's past is in the past. I guess you failed your history/sibika/hekasi class, huh? Cause you don't seem to have any knowledge as to what it's for. Newsflash girlie, it's less memorizing dates and more about LEARNING ABOUT OUR MISTAKES.
